Mr. Patten has agreed to provide messages for Pevents which fall fairly soon after his arrival in Hong Kong. To allow time for the printing of the various souvenir programmes, it would be helpful if we could have

of the messages before he leaves London.

I attach draft messages for the two events. These are in our usual style. But Mr. Patten may find it helpful to see some examples of previous messages sent by the present Governor. I therefore enclose a selection of these.
