unless the circumstances are exceptional.
Thereafter the matter
would lie wholly within the discretion of the Governor concerned.
9. As regards the Bahamas and Bermuda, where a retiring officer
whose original appointment required the approval of the Secretary
of State wished to take up such an appointment, the matter would
be for decision in consultation with local Ministers or Members
of the Executive Council and/or the Public Services Commission
as may be appropriate to the circumstances of the case.

My Department will of course bring to your notice any cases
where retiring officers indicate intentions which appear to fall
within the scope of this despatch.
11. I attach importance to the adoption of a uniform practice
in this regard in all territories and would be glad if you would
arrange for the new arrangements described above to be brought
to the notice of all officers, serving and recently retired, whom
it may concern.
12. I am addressing identical despatches to the Governors of the
Bahamas, Bermuda, British Honduras, British Virgin Islands, Cayman
Islands, Falkland Islands, Gibraltar, Gilbert and Ellice Islands
Colony, Hong Kong, Montserrat, Pitcairn, Seychelles and St Helena;
High Commissioner for the Western Pacific; British Resident
Commissioner New Hebrides; Administrators Ascension Islands,
Tristan da Cunha und Turks and Caicos Islands.
