than in very exceptional circumstances such permission will not be accorded within two years (instead of three years as hitherto) of the date of the Governor's final departure from the territory. 4. In considering applications relating to future employment the Secretary of State will take account of the possibility that the early acceptance of such appointments or employment might embarrass the Governor's successor or lead to imputations of
corrupt practice. He will also normally wish to consult the Governor of the Dependent Territory concerned before approving
such applications.

5. The new rules will be regarded as applying to all Governors

In regard to serving Governors I recognise that it would be unreasonable to extend formally to them the new requirements which in certain respects are more restrictive than those which applied when they originally took up their appointments. legs, I hope that on reflection you will agree that it is in a retiring Governor's own interest, as well as in the interests of the good government of the territories in which he has served, that he should observe the spirit of the new arrangements by obtaining the specific approval of the Secretary of State before taking up any appointment of the kind covered by this despatch. Individual officers would of course be free, as and when appro- priate, to raise objection, if they wished, to the application of
the new rules in their own cases.
