COMMUNICATIONS WITH HONG KONG AFTER MR PATTEN'S ARRIVAL
1.
It would be helpful to establish before Mr Patten reaches Hong Kong a clear system for telegraphic communication between the FCO and Hong Kong.
2.
We think the existing procedures require only slight modification. Of course Mr Patten may wish to change things when he has been in Hong Kong a while but we need a system with which we can operate from the point of his arrival.
3.
We suggest the separation of telegrams into four categories.
a)
"Strictly Personal for Governor" accompanied by the prefix DEYOU: The communications officers in Government House would ensure that such telegrams were seen only by Mr Patten. They would probably be few and far between. But we need to have the device available in case, for example, the Prime Minister or Foreign Secretary wished to send a very personal message, or officials needed to get a message to the Governor with the certainty that no-one else would see it.
