I am greatly honoured today to assume the responsibility of the Governorship of Hong Kong - one of the world's greatest cities.

geography but by its most formidable assets, the enterprise, the energy, the vitality and the industry of its citizens, Living, working and prospering within a framework of sound administration and the rule of law.
