You asked me to track down a copy of the Governor's inaugural address. In fact all the work was done by one of your Section Clerks, Mr Martin. I attach a copy he obtained from Hong Kong as the FCO files were apparently bare. I am still waiting for the files themselves to see if there was any relevant background.
