Congratulations on your appointment as Governor of Hong Kong. I was concerned at some aspects of the campaign against you in Bath but delighted that the result there at least enables you to take up the key job in Hong Kong.

Can I add the enclosed ERS Report to the inevitable mountain of briefing material that will await you?

Since the Electoral Reform Society was commissioned to send a delegation to Hong Kong and to produce the Report we have maintained a close contact with developments in the colony and have been happy to be consulted by a number of visiting politicians, commentators and officials.

Do please let me know if there is anything I can do to assist you in your duties. As you will see from the Report, although the Basic Law is certainly more restrictive than one might wish, it does contain certain aspirations and possibilities that could no doubt be built on.
