You asked for advice on the letter of 27 April from the

Director of the Electoral Reform Society to Mr Patten.

The Society's report on Hong Kong pre-dates the 1991

elections. But it is still worth reading. It contains a

number of useful thoughts, particularly on options for working within the Basic Law to bring the functional constituency system up to scratch. The Report makes the good point that this is important, not least because it is likely to serve as the basis for the Selection Committee responsible for generating the first Chief Executive of the

SAR Government.

3. Not unexpectedly, the ERSS' enthusiasm for the Single Transferable Vote shows through at a number of points. it is a thoughtful paper, which avoids outright prescription.
