Shortly before I left Hong Kong, Nellie Fong rang me from Beijing to say that she has a message to deliver from Lu Ping to Mr. Patten. She will be in London between 2nd and 7th July and seeks an opportunity to see Mr. Patten during this period.

I have passed on this message to Peter Ricketts for FCO consideration. I am letting you know as I am sure you will wish to comment.

I have promised to let Nellie Fong know the outcome of her request, though this could just as easily be conveyed to her by, for example, John Morris.
