1. I have just seen the telegram reporting this call on

Mr Patten. In case briefing might be useful, I attach a

short biographical note taken from the OMELCO directory.

2. As you know, Mrs Fan has been a staunch supporter of the

Hong Kong Government both on ExCo and in LegCo through some

difficult times. She has taken a particular interest in

education issues and in the problem of the Vietnamese Boat

People. She is Convenor of the OMELCO Security Panel.

3.

Mrs Fan was over here with a small OMELCO delegation

last year to press for more urgent British action on the VBP. She and some LegCo colleagues are due to visit Hanoi

in the last week of this month.
