the Department of Education, insofar as whether morning schools should
be closed or not, the normal arrangement is the deadline to be
observed is about 5.15. Passed this deadline there is
there is no point to
activate the normal arrangement. It means that if the decision was not
made by 5.15 to 5.30, it is impossible to catch the first radio
announcement at 6 o'clock. The heavy rain this morning really started
to fall about 6 o'clock, passed the time of the deadline of 5.15.
That's roughly the situation this morning. I'd like to tell you here
that next time we should be able to forecast this type of rain, to be
able to catch this type of record rainfall but the cold reality is,
probably even the best meteorological office would be unable to
forecast this extreme rainfall and to pinpoint the time of
commencement to
to within an hour. After this morning, we have to do a
lot to improve our extreme rainfall forecasting skill. It may be quite
impossible, it may take time, but we shall try our level best, this wo
can be relied upon.
