We have suggested that these days be scheduled for Wednesdays and Fridays. is because there are some useful regular meetings on Monday and ExCo on Tuesday, and it seems more sensible for Mr. Patten to avoid being out of the office for the best part of two consecutive days. The regular Friday meetings can easily be moved to Thursdays temporarily.
The enclosed programme contains eight "theme days".
We suggest four more later
in August: focusing on the other Disciplined Services, the environment, financial institutions and recreation and culture.
We also understand that Mr. Patten wants to make an outside visit on his first working day. We have suggested a half-day visit to a range of housing types.
Media: The "theme days" will include opportunities for Mr. Patten to meet the media. We have also suggested a lunch with a group of leading editors, some of whom the present Governor used to brief off-the-record from time to time.
Civil Service: The programme includes a casual dinner with Branch Secretaries and their spouses at the CS's residence (Victoria House), with Heads of Departments and a reception at Government House for other senior Government officials. Mr. Patten will also visit a number of Departments in the course of the "theme days".
(£) We have suggested separate meetings with the
Senior Representative of the British side of the Joint Liaison Group (UK Rep JLG), Senior British Trade Commissioner (SBTC), Political Adviser (PA), Commissioner Against Corruption (CAC), Director Special Branch (DSB), the University Vice-Chancellors and three Branch Secretaries who are not involved in the "theme days". Meetings with other Branch Secretaries, the heads of the Baptist College and polytechnics, the Doyen of the Consular Corps and the Chairman of the Public Service Commission can be fitted in later in August if Mr. Patten wishes.
