REACTION TO CURRENT CHINESE DEMANDS/UNWILLINGNESS TO

COOPERATE?

- The Chinese undertook in the Memorandum of Understanding

signed by my Rt Hon Friend the Prime Minister last September to give their support to this project. We are continuing

to discuss details of the financial arrangements with them.

But all concerned are agreed that Hong Kong needs a

airport.

Nonsense: has allowed HKG to get on with the project and led to current surge of confidence in Hong Kong. Widely

accepted in Hong Kong as a good agreement.

HMG'S VIEWS OF AIRPORT

Project has our full backing.

- New international airport essential if Hong Kong is to

maintain its position as an international trade and

financial centre.

Excellent progress being made in the implementation of the project. Great confidence in Hong Kong's ability to achieve

it.

BIAS IN AWARD OF BRIDGE CONTRACT

Nonsense. Anglo-Japanese consortium won the main bridge contract against stiff opposition under Hong Kong

Government's fair and open tender system.
