We have heard (FCO telno 400 to Peking) that the Governor of the Bank of England will be passing through Hong Kong on 18-20 October en route to China. I imagine that Mr. Patton would liko to soo him. Tho prosont Governor offered Sir Robin Leigh Pemberton accommodation at Government House during his last visit to Hong Kong, but I am not sure how well Mr. Patten knows him. Grateful for guidance. I will then chip in by telegram.
National Qays
We have received requests for Mr. & Mrs Patten to attend the French National Day on 14 July and the Belgian National Day on 16 November. Frevious practice has been for the Governor and his wife to attend all National Day receptions to which they are invited by career Consul-Generals (not all invite them), except in particular cases where HMG's relations with the country concerned are under strain (e.g. Burma at present). Total about 40 a year. However, Mr. Patten might wish to be more selective and be represented at some of the National Days (although it is always difficult to draw the line). Allendance is not a very onerous chore: the Governor and his wife would normally arrive at 12.30 pm or 6 pm, accompanied by the ADC, and stay for not more than 20 minutes, during which period a formal toast will be made. There is an absolutely standard procedure for all this. Grateful for confirmation that Mr. Patten is content that we should accept the French and Belgian invitations and for guidance on how to respond to other similar invitations, that we may receive.
