To work for better co-ordination, cooperation between Government departments (internal communication). And between Government and Legislative Council and the approach to "Democratic government" should be made gradual.

To endeavour to honour those enthusiastic Hong Kong persons who had offered valuable public services

to Hong Kong and its people regardless of which class, position they come from.

The Hong Kong Government is to act as a "Bridge" between People's Republic of China and Taiwan under your able leadership as the New Governor for Hong Kong.

I sincerely think that Hong Kong will progress smoothly and successfully if the above Agenda can be successfully met by yourself and the able team of administrators working along- side you in Hong Kong.
