Lunches with Ray Whitaker, Asia Editor, Independent and David Wallen, South China Morning Post (SCMP). Separate drinks with Rosemary Righter, Leader Writer, Times and John Ellison, Oriental Daily News (ODN). These will all be in the form of background

briefings.

Background briefing for diplomatic correspondents of the UK media: Tuesday 19 May, following announcement of the Minister's visit which will be made at the

daily press conference at 12.30 pm.

(iii) Background briefing for London based Hong Kong journalists: Wednesday 20 May, 5.30 pm.

The pre-visit press plan also suggested an "on-the-record" interview with the ODN to appear before the Minister's

arrival in Hong Kong, an interview with RTHK to be broadcast

the day of his arrival in Hong Kong and possibly other interviews in London, depending on requests received. We will decide on the need for an "on-the-record" with ODN next

week and send further details about the RTHK interview and

any others as they take shape.

During the Visit

The press plan, which the Minister has considered, includes:

A short statement at the airport to provide a photo opportunity and to give the Minister the opportunity to say how pleased he is to be visiting Hong Kong.

Short, succinct doorstep interviews following key meetings.
