Act with determination

TNM said, as it is becoming more & more difficult to have really brilliant officials to stay on in the Civil Service, it is advisable for him to rationalize the government by deleting or combining offices. This could reduce public expenditure considerably. By doing this, Chris Patten could enhance his own reputation.

Another course of action Mr. Pacten should take with determination is to reduce the tax of the people substantially. After adopting this measure, the Government may have to tighten its spending but the people will be able to lead a more prosperous life. said this course of action could suppress the unnecessary growth of the Civil Service and the Government will then learn the virtues of "planning how to spend by clearly knowing how much revenue is available".

In its conclusion, TNM acknowledged Mr. Chris Patten as an outstanding politician and believed that he will be able to provide HK with a strong leadership.
