1. Your telegram number 691 leads me to throw my hands up in despair. I sent the Governor a letter, copied to you, on 15 May enclosing the paper. I certainly intended that this should come by fax to you. I am sorry that this seems to have been overlooked by the communicators.

We have already sent you another copy of the first draft. But, in order to meet Mr Patten's deadline, I have now produced a further version incorporating comments from the Governor and Tony Galsworthy. This I attach. It would be very helpful to have any comments on this version in the course of 21 May, so that I can reflect them before the paper reaches Mr Patten.
