HONG KONG: ANALYTICAL PAPER FOR MR PATTEN

As I mentioned to you in a recent telegram (not to all), Mr Patten has commissioned from us a paper to be ready by the end of next week setting out:

our first thoughts on a critical path for the main decisions with significant China implications which he will need to take in the first few months of his Governorship:

an analysis of where Chinese "break-points" might lie on these issues.

2. I enclose a first draft of such a paper. You will see that it is cast as an analysis of options rather than a set of prescriptions. Much of it is inevitably speculative. I would be most grateful for any comments from you and other addressees. Because of the tight timetable we are working to here, it would be very helpful to have comments by 0900 on 19 May.
