6. JPO RECRUITMENT AND RETENTION

The Government has moved quickly to address this

Comprehensive study dealing not only with the

question of pay but the whole question of recruitment and

retention among junior police officers. 42 recommendations

covering issues such as civilianisation of

disciplined

police posts, proportion of women police, the recruitment

procedures and career prospects. Fewer than one-quarter of

the recommendations relate to pay and conditions of

service.

Most of the recommendations are being implemented

by the Police force.

The Study reaffirms

the unique position of the

Police Force as the Government's agency of last resort. A

strong Police Force is clearly essential for the continued

stability and prosperity of Hong Kong. The Police deserve

special treatment.

Confident that the

recommendations of the Study

Group, when implemented, will have a positive effect on the

recruitment and retention of JPOS.
