1.

Following announcement of his appointment and the press

conference given by Mr Patten last week, we now need to

consider how to deal with the media from now until his

departure.

2. The Governor-designate may care to consider the

following suggestions which have been agreed with

Mr Ricketts. They could with advantage be tackled in a

4-stage approach:

Stage 1 to take place at the early convenience of

Mr Patten and his family.

A family photo-call(open to UK and HK press) An in-depth profile of Mr Patten and family - I suggest the South China Morning Post (using David Wallen or Rosemary Langford)

An interview with Mrs Patten The Telegraph would be a good choice and I understand Max Hastings has
