Views on the designation of a new Hong Kong Governor
Some people opin that the designation of the next Hong Kong Governor is just the British Government's affair and even if Hong Kong people express their views on it, the British Government would not take any notice. I absolutely agree to the view that the British Government would not take Hong Kong people's wishes into account on any matters. This has been proved true in the issues of demand for direct election in 1988, right of abode in Britain, the agreement on the new airport and the Court of Final Appeal.
However, as a representative of public opinion, while facing with the above political reality, I must argue on the basis of reason, express Hong Kong people's views and reflect their expectations for the British Government's information. Some might deride that it is a waste of time. But to me, such a reflection of views is an act of conscience, a way to show our responsibility for Hong Kong people.
Therefore, I hope each of you would express your views actively and reflect the wishes of Hong Kong people to let the British Government know so that the next Governor would well understand Hong Kong people's expectations and requests.

My views on the work to be done by the new Governor are as
(a) Substantial improvement should be made to Hong Kong
(b)
people's livelihood. For example, the tax system should be improved so as to lessen the difference in affluence, the housing policy should be reviewed with an aim to let every person have his own house, and also the welfare and protection for the aged and the labour should be increased.
Interests of Hong Kong people should be safeguarded. For example, the promises stated in the Sino-British Joint Declaration should be fulfilled and Hong Kong people should be consulted on the decision of related matters.
(c) The development of democratic political system should be
sped up. For example, there should be more elected members in 1995, the present composition of regional bodies should be improved and the Electoral Provisions Ordinance concerning functional bodies should be amended.
