GOVERNOR OF HONG KONG: TERMS AND CONDITIONS OF SERVICE

Please see Mr Ricketts' minute of 30 April to Mr Patten attached. The principle which I agreed with Mr Ricketts was that the Hong Kong Government should be responsible for Mr Patten's "package" once he arrived in Hong Kong; but that the FCO would pay for getting him and his family there, as if he were a Head of Mission. In this context, we thought that it would not be appropriate to offer DS terms on items such as transfer grant, climatic clothing allowance, or advance of frais; but agreed that the provision for travel should be as for DS officers and their families.

2. There is unlikely to be another British Governor of Hong Kong, but this policy should be taken as a useful precedent for the Governors of certain other colonies. Please therefore ensure that it is available on file.
