The addition of Malaysia to the list of designated jurisdictions under section 28 of the Ordinance represents the implementation of approved policy. The public is aware of Government's resolve to fight drugs. After the conclusion of the earlier bilateral agreements at the end of 1990, the Legislative Council approved, on 16 January 1991, the Drug Trafficking (Recovery of Proceeds) (Designated Countries and Territories) Order 1991 which designated nine jurisdictions under the Ordinance. A press release was issued to explain the designation order, indicating that Hong Kong would continue to negotiate with other countries and territories with a view to extending similar assistance in the fight against drugs. Separate public consultation on designation of individual jurisdictions is not considered necessary.

Public reaction, if any, is expected to be favourable. The agreement will be welcomed internationally.

A press release will be issued to explain the Amendment Order on the date of submission to the Legislative Council. A Legislative Council Brief will also be issued.
