ARTICLE 19
ADDITIONAL GROUNDS OF REFUSAL
(1)
The surrender of any person sought under the
terms of this Agreement may be refused if it appears to
the appropriate authority of the requested Party that..
(a)
by reason of the trivial nature of the
offence of which
is accused or wag
convicted; or
(b) by reason of the passage of time since he is
alleged to have committed it
it or to have
become unlawfully at large as the case may
be; or
(c)
because the accusation against him is not
made in good faith in the interests of
justice; or
because there exist valid humanitarian
grounds
