PREAMBLE
The third preambular paragraph was added at the request of the Canadian side to emphasise that agreements for the surrender of fugitive offenders depend on the Parties having mutual respect for ech other's legal system.

No substantive change. The article was recast to avoid ambiguity caused by use of the word 'jurisdiction' in the model.

Canada acepted our arguments for having a list of
offences.

Several offences were added to the list to reflect the Canadian criminal code and some were amended to achieve the generic approach favoured by Canada. The principal changes
