1. Mr Orr wrote to Pamela Major on 22 April 1991 on this subject. We have since then been chasing the Ministry of Defence for their views on some of the legal implications of your draft legislation. These have now arrived. I will therefore soon be in a position to give you a substantive reply to the series of questions posed in various letters since 1987. Before I do I should be grateful for your confirmation that, despite the fact that we are now less than five years away from the transfer of sovereignty you are still of the view that we should proceed with this exercise.
