I am writing to reassure you that your letter of 10 and 22 April have not been forgotten. As I said in my letter of 3 May, we are consulting Legal Advisers and other Government Departments.

Our Legal Advisers have now given their views but I await comment from the MOD. I shall chase them hard and send a comprehensive reply as soon as possible. I am determined that this issue should not again become buried as it seems to have done on a number of occasions between 1987 and now!
