Surrender of Fugitive Offenders
Introduction
This paper
has been prepared a8 H basis for
Consultation, in accordance with the three principles for
consultation agreed at the eighth meeting of the Sino-British
Joint Liaison Group, on the way in which the British side
intend to localise certain provisions in United Kingdom
enactments which apply to Hong Kong. This paper concerns
legislation relating to the surrender of fugitive offenders.

At JLG XVI, the British and Chinese sides agreed in
principle on the detailed future arrangementa for the
surrender of fugitive offenders between Hong Kong and other
jurisdictions. At JLG XVII the Chinese side confirmed that
they were content with the Chinese and English texts of a
Model Agreement which was to be used as
negotiations between Hong Kong and other jurisdictions. Hong
Kong, under authorisation, has so far signed one agreement and initialled three others as part of the plan to develop a
