Thank you for your letter of 24 July 1992. We studied the various points discussed in your letter and, in a meeting with Constitutional Affairs Branch, the Political Adviser and UKREP JLG, have reached some tentative conclusions.

agree (your paragraph 3) that an IPPA, an ASA, an MLA and an agreement on the Reciprocal Enforcement of Judgments are important.

We believe, however, that an Extradition Treaty and a Visa Abolition Agreement are of equal importance. We also accept that a Transfer of Sentenced Persons Agreement is of much lower priority.

We also agree (your paragraph 5) that we need to be rigorous in deciding which areas should be covered by UK/SARG agreements. In practice, we doubt whether the Chinese side would agree to the UK having agreements with the HKSARG which cover different areas than those concluded with other States.
