Further to my letter of 4 September 1992, I am writing to let you know that CAB has now completed its survey of possible subjects which should be covered by bilateral agreements between the UK and the future HKSAR. The results indicate that Branches are in general content that UK/HKSAR agreements should not cover areas more extensive than those planned for Hong Kong and third states. Only two additional subjects came up as possible and realistic candidates: maintenance orders and probate, to both of which we are giving further thought.

We should be grateful to have your views on the tentative conclusions set out in my letter of 4 September. We also think that it would be useful if the relevant HKG teams could get together with the appropriate UK Government officials, perhaps in the second half of next year, to negotiate and initial the various agreements which could then be presented to the Chinese side some time after 1995. We might as well use sensibly the time that may now be available to us in the present climate!
