UK/SARG AGREEMENTS AFTER 1997

1. You have agreed to chair a meeting on this subject at 10.30 on 14 July. I attach the relevant papers.

2. As I set out in my minute to Mr Cox and Mr Bunten on 23 June, the issues which we have to address are:

- who the negotiating partner for the Uk will be:

we will have to determine who we think this should be (whether Hong Kong government officials acting as they now do for third county negotiations, or some representative of the PRC);

- which bilateral agreements with the HKSARG need to be in place before 1 July 1997 and which can await the transfer of sovereignty (I put forward a list in para 3 of my minute of 23 June).

3. I propose that following the meeting I will draft a reply to David Edwards's original letter of 16 September which I will, if necessary, circulate.
