THE QUEEN'S SPEECH ON THE STATE OPENING OF PARLIAMENT AND THE LEGISLATIVE PROGRAMME: POST-ELECTION PROCEDURES

1. I attach a copy of Mrs Bailey's (Cabinet Office) circular letter of 24 March about the Legislative Programme for 1992/93 following the General Election.

As you will see from page 2 of Mrs Bailey's letter, in the event that a Conservative Government is returned to power the Cabinet Office will invite prioritised bids for the full Programme by close of play on Wednesday 15 April. However, it is expected that a Conservative Government's programme would be largely made up of Bills on the candidate lists agreed by the FLG Committee before the Election and the Cabinet Office would not be looking for the re-submission of bids on the rejected list. There would be no need to re-submit pro-forma for Bills included on the candidate lists but the Cabinet Office would wish to know of any developments since bids were originally made and in particular of the current state of play in clearing policy and getting instructions for Counsel. Could I therefore ask you to let me have this information in time to meet the 15 April deadline?
