As foreshadowed in my letter of 24 March, I am writing to ask for your Minister's final proposals for legislation in the 1992/93 Session of Parliament. It is assumed that the Session to begin on 6 May will last until July or October 1993.

Prior to the General Election, the Queen's Speeches and Future Legislation Committee (FLG) drew up lists of Bills which they considered to be candidates for the first Session's programme, identifying those Bills suitable for early introduction, major Bills to be introduced in the Autumn, and other programme Bills, also for Autumn introduction. Their preliminary views were communicated to Ministers individually under cover of the Lord President of the Council's letter of 10 March.

It is now necessary for the Committee to make recommendations to the Cabinet on a legislative programme for the Session, which they aim to do before the Queen's Speech is finalised, that is by 30 April at the latest.

As background to the forthcoming FLG discussions, I would be grateful to have by close of play on Wednesday 15 April:

a. A definitive list of the Bills your Minister wishes to propose for the 1992/93 legislative programme. In the case of Bills in the essential or contingent categories, (as defined in the Cabinet Office Guidance attached to my letter of 24 March), we will assume that these are your Minister's highest priority. In the case of programme Bills and uncontroversial Bills, please indicate an order of priority, for the guidance of the Committee, and let us know of any other new factors relevant to the timing of legislation. In the case of Law Commission Bills, please tell us which might be suitable for the amended Parliamentary procedures currently under discussion with the Lord Chancellor.
