Item 1: International Rights and Obligations (IROS)
In accordance with the JD (JD 178), we need to
consider action to be taken to ensure the continued
application after June 1997 of IROS affecting Hong Kong.
2.
In all, there are about 400 international agreements, multilateral and bilateral, which apply to Hong
Kong and which will need to be discussed before 1997. 15
categories of bilateral agreements and 22 categories of
multilateral agreements have been identified.
The IRO
Sub-group has completed work on 17 out of over 200
multilateral agreements. The tentative programme for
discussion of the other agreements is at Enclosure A.

The two
sides will have to agree also on the
mechanism for the continued
application of IROS to Hong
Kong after 1997.
Item 2: Localisation of Laws
4.
The two sides have reached agreement on the
localisation of 8 areas of laws in the field of admiralty jurisdiction and merchant shipping.
