I have received a fax from Hong Kong, seeking our views on Hong Kong telnos 3814 and 3815 of 1991 (copies attached). For some reason, we did not have copies of these telegrams in the Department, so no action has been taken.
As the telegrams, dated 9 December, asked for early comments, I would be grateful if you could address them as soon as possible.
