BACKGROUND AND ARGUMENT

Freedom of movement and ease of travel are

important for trade and tourism. These are enhanced

when countries accord visa-free entry to each other's

nationals. Obtaining visas is time-consuming,

restrictive, and often expensive both for the traveller

and in resource terms for immigration agencies.

become resigned to this. But those who are not may

lose confidence in their government's ability to look

after their interests should their existing ease of

travel be significantly reduced. Conversely,

governments can do much to increase public confidence

by making it easier for their citizens to travel to

other countries.

Annex B allow visa-free entry to British Hong Kong
