1. I attach copies of Hong Kong telno 945, and a draft ExCo Memorandum. Unfortunately, the letters of 30 October and 1 November 1991 referred to in tel 945 do not appear to be on file.

2.

HKG recommend in the draft Memorandum (para 3) that they should consult the Chinese side of the JLG on a proposal to negotiate with third countries open-dated visa-abolitioon agreements (VAAS).

3.

I would be grateful for your comments on the draft Memorandum and the draft Model Visa Abolition Agreement (at Annex A) in due course.
