1. I attach a copy of a fax from HKG which contains a paper on this subject together with a draft model treaty. With apologies for the tight deadline, I should be grateful for your views on any legal aspects by cop on 10 August.

2. I intend to suggest to Hong Kong that the paper might be beefed up by reference to the importance to Hong Kong businessmen of being able to travel without requiring visas and the general benifit to confidence in knowing that Hong Kong travel documents are widely accepted.
