Hong Kong have also just sent us details of their
proposed amendments to the Crimes Ordinance. Our Legal Advisers are looking at these. At first sight they look straightforward. Since the same considerations apply to the question of whether to approach the Chinese, I recommend that we should approve HKG's proposal, provided that our Legal Advisers conclude that the amendments would
not raise significant issues that would be likely to provoke a sharp Chinese reaction.
