under section 28 (1) and (3) so that they are strictly confined to

riad societies and removes the presumption of membership where

certain things are found in the possession of a person. The burden

of proof in section 28 (2) is reduced to an evidential burden.

Clause 21 in new section 31 seeks to restrict the power of

entry into premises by the Societies Officer so that the power can

only be exercised if the performance of his functions requires it.

Furthermore, a magistrate's warrant is required in the case of entry

into domestic premises. New section 32 restricts the power of entry of the Societies Officer in special cases by imposing a requirement

for a magistrate's warrant. Clause 22 restricts the power to summon witnesses to only those cases where the activities of a society may

be prejudicial to the security of Hong Kong or to public safety or

public order.

Clause 28 sets out the transitional provisions. Clause 29

amends the Schedule. Clauses 12 to 16 revise the levels of fines.

Clauses 30 to 39 are consequential amendments to other legislation.
