Societies Notification officer. Less information is required to be

submitted on notification than previously required to be submitted

under the registration system. Certain presumptions in relation to

societies will be confined to unlawful or triad societies.

Clause 2 amends the long title to enable the registration

system to be replaced by a notification system. Clause 3 provides

for amendments to definitions. Clause 4 substitutes the office of

the Registrar of Societies by the office of the Societies

Notification Officer.

Clause 5 repeals the provisions concerning registration and

substitutės new provisions regarding notification.

Proposed new

section 5 sets out the requirement for notification of establishmer

of societies and branches thereof. A power is however given to the

Secretary for Security, on the recommendation of the Societies

Notification Officer, to prohibit the operation of a society if th

Secretary believes that such operation will be prejudicial to the

security of Hong Kong, public safety or public order (new section

7). Certain controls on societies are modified so that they are

less restrictive. The restriction on names of societies is

maintained (new section 8). A society has to notify its change c

particulars (new section 9) and must have its activities in

accordance with its objects (new section 10). Instead of keepin

register, the Societies Notification Officer keeps a list which

contains only the names and addresses of notified societies (nev

section 11). Appeals against requirements and decisions of the

Societies Notification Officer is provided for (new section 12A
