The International Covenant on
Civil and Political Rights, New York 1966
The
Rights ('the
International Covenant on Civil and Political
Covenant') sets out basic human rights and
freedoms (text at Annex A).
United Kingdom (UK)
The
ratified the Covenant on 20 May 1976 (reference at Annex
B). The UK's ratification extends to ten of its dependent
territories, including Hong Kong.
The Covenant entered
into force for the united Kingdom (and Hong Kong) on 20
in accordance with Article 49. The UK made a
August 1976,

of reservations
and
declarations,
both upon
signature and upon ratification. The text of those which
have applied to Hong Kong since 20 August 1976 is at Annex
C.

Under
Article 48, the Covenant is open to
accession by
any
State
Member of the United Nations or
specialized agencies, by any State
member of any of its
Party to
and by
the Statute of the International Court of Justice
any
other State
which has been invited by the
General Assembly of the United Nations to become a party to
the
present Covenant. The People's Republic of China (PRC)
is not a party to the Covenant.
