However, problems are still encountered in obtaining visas for Commonwealth-based staff. A Remembrance Day ceremony was held at the small war cemetery in Tehran, Iran, for the first time in many years. One of the two war graves in Guinea was inspected, again for the first time in many years. Even in countries where there is no civil unrest and visas are easily obtained, arranging tours of inspection involving visits to several countries can be a logistical nightmare when airlines decide at short notice not to fly to a particular destination, or when flights are few and far between.

This year it was decided to reorganise the administrative control of the work in North Africa, to gain greater flexibility and efficiency. It will no longer be managed as a separate area, with its headquarters in Cairo. Instead, the work will be absorbed by the Commission's Outer Area, based in Maidenhead, England. The changes have already begun, with responsi- bility for maintenance of the sites in Tunisia and Algeria having been taken over with effect from 1 July 1991. Local Supervisors will be retained in Cairo and Tunisia to look after the day to day work.
