ALLOCATION OF CALL SIGNS TO HONG KONG

I must apologise to both yourself and Mr Bunten that I have been unable to consider your minute of 22 January on this matter until now, I regret that I have had to give priority to other matters and your minute arrived just before I commenced a period of annual leave. I hope that this has not inconvenienced you.

I am grateful to you for outlining the background to this matter. Having considered the draft letters to the Secretary- General together with your minute the only observation I have is to state that you should make reference to the authority under which the Secretary-General is being requested to act. This would mean that paragraph 2 of the first draft, as amended by you, should begin-

"The British Government requests the Secretary-General, in exercise of his power under the provisions of No. 2086 of the Radio Regulations annexed to the International Telecommunication Union Convention, Nairobi, 1982, to amend the allocation in the VPA-VSZ Series ...etc..." (to conclude as your draft).

As consequence of the above, paragraph 4 of the same letter can state-

"The British Government recognise that in accordance with the provisions of the said No. 2086 of the Radio Regulations this change will be subject to confirmation by the following radio conference.".

4. My above suggestions seek to follow the terminology of No. 2086, which does require changes to be confirmed by the following conference.
