8. I indicated at our meeting on 14 December that I personally thought HKG's case was reasonable and that we would consider how to accommodate them. We did at the time of the 1990 Order assert our responsibility to ensure that Hong Kong's licensing satisfactorily met HMG's liabilities under international agreements, and it was envisaged even then that this could be done by vetting the whole licensing regime (a sort of BS 5750?) rather than each licence as it was issued. This is what is now proposed. The idea also has favourable longer term resource implications for BNSC. It could be taken forward by inviting HKG, in the FCO response to telno 2524, to make a formal proposal to us on establishing an autonomous regime. We would certainly have to liaise informally beforehand; in effect the process began with my meeting on 14 December. We should also follow up their offer of an indemnity.
