INTERGOVERNMENTAL AGREEMENT ON THE INTERNATIONAL SPACE STATION

1. Further to our telephone conversation earlier today, I enclose a Memorandum prepared in December 1990 which provides background on the Agreement (signed in 1988).

For information, DTI lawyers have now advised that it is no longer necessary for domestic legislation to be in place before the agreement is ratified.

3.

I hope you will find this background material useful in determining whether or not the agreement should be ratified on behalf of Hong Kong. As I said, I would be very surprised if Hong Kong wished to be included in the ratification!
