HONG KONG/SRI LANKA AIR SERVICE AGREEMENT: SPECIFIC AUTHORISATION

Problem

1.

Following Chinese agreement at JLG XXIV, Hong Kong wishes to sign its Air Service Agreement (ASA) with Sri Lanka. The Governor requires a specific authorisation from the Secretary of State to do so.

Recommendation

2.

That the Secretary of State should send the Governor a despatch constituting the necessary authority. I submit a draft which follows earlier precedents. Our Departmental Legal Adviser and AMD concur.
