words 'provisional arrangments' in JD121, 122, 124 and 126 would, in other words, only be used to describe air services agreements which are being provisionally applied.

The question of which interpretation to opt for is a tactical one. Which offers most advantage to Hong Kong airlines? Mr Glass is arguing that it is best to transform free standing, non-binding air services arrangements into air services agreements. I do not disagree.
