I think that Martin Glass has identified an important point in his attached minute concerning the position of "arrangements" in Hong Kong's air services relations with a number of countries.

I agree with him that we should put his ideas to the Hong Kong Government and UKREP JLG for their views. However before doing that we would welcome your views and those of your legal advisers; particularly as it involves the interpretation of the Joint Declaration.
